This is a style worn by the fans of Japanese idol Tomoe Shinohara during the 1990s. It features child-like hats, bracelets, and badges with clothes mainly in bright, solid colors, often featuring chunky buttons, pom-poms, and tulle accents. Suspenders were also common.
